30 19-0330 Lake County Convention and Visitors Bureau Update.
31 19-1471 Resolution amending the terms of County Administrator Bill Panos agreement.
32 19-1472 Resolution appointing Gary Gibson as Interim County Administrator. · As a result of Bill Panos’ resignation as County Administrator, a vacancy will occur in the office of the County Administrator effective at 5:01 p.m. on September 10, 2019. · Section XXI of the County Board Rules and Order of Operational Procedures (revised May 14, 2019) provides that the County Board Chair has the authority to appoint an interim County Administrator subject to ratification by the County Board at its next board meeting. · Gary Gibson’s education includes a Master of Arts and Public Affairs degree from Northern Illinois University. · Gary has served Lake County in the following positions: Research Analyst, Interim Purchasing Director, Assistant County Administrator, Interim County Administrator, and Manager of Workforce Development Board. His experience makes him an individual who meets and exceeds the qualifications required of a County Administrator as provided in Lake County Code of Ordinances §30.36. · As a result, County Board Chair Hart is recommending the appointment of Gary Gibson as Interim County Administrator effective at 8:30 a.m. on Wednesday, September 11, 2019.
33 19-1393 Joint resolution authorizing an agreement between Lake County, Lake County Sheriff’s Office (LCSO) and the United States (US) Navy for the housing of military detainees in the Lake County Sheriff’s Adult Corrections Facility (Jail) from October 1, 2019 to September 30, 2024. · The US Navy is shifting from contracts to support agreements with County and municipal partners wherever possible and requested a new agreement to cover a five-year period to replace the current contract. · A Performance Work Statement was drafted by the US Navy with input from the Lake County State’s Attorney and Corrections Command staff in the LCSO. · The estimated number of prisoners in confinement at any given time will be no more than three. · The LCSO will remit the appropriate invoices on a monthly basis at the daily rate of $89.39 per military detainee, which shall include the day of arrival but not the day of departure. · Military detainees will be given the same privileges and be subject to the same restrictions afforded other inmates, except when specifically altered by the Performance Work Statement. · This agreement is for five years and has a conservative revenue estimate of $195,000 over the term of the contract.

35 19-1375 Joint resolution authorizing a contract with Traffop Corporation, Scottsdale, Arizona, for a one-year initial term with options for four one-year renewals, for an Automated Traffic Signal Performance Measure Solution for Lake County Division of Transportation in the amount of $482,700 and appropriating $531,000 of ¼ percent Sales Tax for Transportation funds. · There is a need to contract with a qualified vendor to provide a cloud-based Automated Traffic Signal Performance Measure (ATSPM) solution that will provide data analysis to improve traffic operations. · A Request for Proposal (RFP) was developed and sent to 27 vendors, and proposals were received from seven vendors. Three vendors were shortlisted for interviews. · Following a comprehensive review of the submitted proposals and the shortlist interviews, Traffop Corporation was identified as the most qualified and most favorable for Lake County. · The first-year contract is an amount of $159,700. Software annual renewals will be an estimated $77,000, including a four percent increase in years three through five. · This improvement is included in the highway improvement program and designated as Section 19-00999-62-TL.
36 19-1369 Joint resolution authorizing an agreement with Baxter and Woodman, Crystal Lake, Illinois, to provide Phase II design engineering services for improvements to the intersection of Hunt Club Road at Washington Street in Gurnee, Illinois, at a maximum cost of $847,415.06 and appropriating $1,020,000 of ¼% Sales Tax for Transportation funds. · The intersection of Hunt Club Road at Washington Street will be widened to include dual-left turn lanes and right turn lanes along with bike path and sidewalk improvements. · A consulting firm will be utilized to perform Phase II professional engineering services. · Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. Seq., and the Lake County Division of Transportation’s (LCDOT) Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation. The firm selected for this project was selected in accordance with this approved process. · LCDOT received and evaluated Statements of Interest and Qualifications, for Phase I and Phase II engineering services, from 26 professional firms of which three were short-listed and presented to a consultant selection committee. · As a result of the interviews and successful Phase I progress, the selected and recommended firm is Baxter and Woodman, Inc. with a maximum cost of $847,415.06. · This project is included in the highway improvement program and targeted for construction in 2022, and designated as Section 17-00095-19-CH.
37 19-1394 Ordinance amending the water, pretreatment, and sewer ordinances for Lake County systems. · Chapter 52 and 53 of the Lake County Code of Ordinances establishes all water and sewer ordinances for connection to and operational use of the County’s water and sewer systems. · The Ordinances are revised periodically to consolidate several existing documents, codify established practice and operation, incorporate new conditions and Illinois Environmental Protection Agency (EPA) mandated programs. · The sewer ordinance will include a new pretreatment section to prevent non-compliance with Illinois EPA issued permits and further protect the health and safety of general public and the environment. · Notice will be provided to the County’s municipal partners impacted by the changes to Chapter 52 and 53 of the Lake County Code of Ordinances that will become effective December 1, 2019.
38 19-1379 Resolution to vacate an unimproved portion of Hickory Lane located in Morley’s Subdivision in Antioch Township. · Thomas and Robin Van Sickle, record owners, are requesting a vacation of an unimproved section of Hickory Lane, which is adjacent to 25119 W. Hickory Lane, 25140 W. Linden Lane, and 43418 N. Private Drive, all of which are located in Antioch, Illinois, in the Morley’s Subdivision. The portion of right-of-way to be vacated is 25 feet wide extending east 153 feet (on average) and consists of 0.09 acres. · The right-of-way has not been approved or accepted by the Antioch Township Highway Commissioner. The Commissioner has no objections to the proposed vacation. · The Board of Vacations held a public hearing on August 7, 2019 and recommended by unanimous vote to grant the vacation.
39 19-1381 Resolution to vacate an unimproved portion of West Oak Lane, located in Morley’s Subdivision in Antioch Township. · Thomas and Robin Van Sickle and Travis Balbin, record owners, are requesting a vacation of an unimproved section of West Oak Lane, which is adjacent to 25119 W. Hickory Lane, 25140 W. Linden Lane, and 25124 W. Linden Lane, all of which are located in Antioch, Illinois in the Morley’s Subdivision. The portion of right of way to be vacated is 12 feet wide extending north-south 200 feet between West Linden Lane and West Hickory Lane and consists of 0.06 acres. · The right-of-way has not been approved or accepted by the Antioch Township Highway Commissioner. The Commissioner has no objections to the proposed vacation. · The Board of Vacations held a public hearing on August 7, 2019 and recommended by unanimous vote to grant the vacation.
40 19-1378 Ordinance amending Chapter 151: Unified Development Ordinance of the Lake County, Code of Ordinances. · The Planning, Building and Development Department periodically recommends updates to the Unified Development Ordinance (UDO) to respond to new trends and conditions, emulate regulatory best-practices, improve the regulatory process, and clarify technical matters. From 2017 to 2019, staff oversaw the review process for various amendments to the UDO. · Specifically, in December 2018, the Zoning Board of Appeals reviewed and unanimously recommended approval (with modifications) of a set of proposed text amendments (Exhibit A) related to the regulation of rural business, local food, general development standards, and housekeeping items. Subsequently, in June 2019, the Zoning Board of Appeals reviewed and unanimously recommended approval (with modifications) of a second set of proposed text amendments (Exhibit B) related to solar energy systems. · These separate amendment packets are now combined into a consolidated packet for Committee and County Board action to simplify the adoption and codification process. Action by the Committee will be taken on the consolidated amendment document (Group Exhibit C). · The Ordinance will become effective upon County Board adoption of Group Exhibit C.

42 19-1396 Resolution authorizing a contract with Mechanical, Inc., Freeport, Illinois, for mechanical infrastructure projects including air handling unit (AHU) replacement, smoke evacuation system upgrade and chiller demolition in the Lake County Jail in the amount of $6,963,000. · Facilities and Construction Services recommends entering into a contract with Mechanical, Inc. for building mechanical infrastructure projects to the Lake County Jail, which includes the replacement of four detention air handling units (AHU), the smoke evacuation system fans, and fire main controls, as well as all demolition of antiquated equipment. · The proposed contract was budgeted as part of the Corporate Capital and the Facility Assessment budgets. Multiple budgeted items are included in this proposed contract. The Jail AHU project was funded in the Capital Improvement Plan (CIP) for $6,038,758. The smoke evacuation system and the Jail’s sixth floor detention ceiling was funded in the Facility Assessment for $656,440. The shortage is being funded from CIP unallocated funding. · This project is necessary and is programmed to replace equipment beyond its useful life. The new equipment will improve energy efficiency, air quality and life safety. · An invitation to bid was issued and extended to 35 qualified vendors and sealed bids were received from two vendors in the amount of $6,963,000 to $9,278,600. · Mechanical, Inc. was determined to be the lowest responsive and responsible bidder who best meets the needs of the County in the amount of $6,963,000.
43 19-1415 Resolution accepting and placing on file an estimate of the annual aggregate tax levy and providing for the apportionment of estimated taxes across the various items for the Fiscal Year (FY) 2020 Appropriation Ordinance as will be adopted by the County Board of Lake County, Illinois (County Board). · State Statute requires an estimate of the property tax levy to be determined in September of each year for the following tax year. · This resolution also separately identifies the estimated amount of tax dollars allocated to each of the county-wide property tax funds. · The final levy will be prepared and submitted for County Board approval at the same time as the FY 2020 Budget in November 2019. · The FY 2020 Budget Policies directed staff to prepare a balanced budget with three scenarios: a flat property tax levy, increasing only by the amount of new property development growth; the maximum allowable growth scenario; and a scenario with partial growth. · This estimate resolution reflects only estimated growth for new property development and not Consumer Price Index (CPI) allowable growth, per the Financial and Administrative Committee amendment. The actual levy amounts are set when action is taken to approve the budget in November.

48 19-1448 For Information - Appointment of Nancy Rotering as the Lake County representative to the Chicago Metropolitan Agency for Planning (CMAP) Board. · CMAP was created by the Illinois Legislature in 2005 in order to better coordinate transportation and land use planning. · CMAP’s governing structure has two distinct layers: the CMAP Board created as a political subdivision and body politick under state law and the Metropolitan Policy Organization (MPO) which is designated under federal law. · Pursuant to Public Act 95-0677, the CMAP Board consists of 15 voting members responsible for: hiring the CMAP Executive Director, approving a policy framework under which all regional plans are developed, coordinating regional transportation and land use planning, and identifying, promoting regional priorities and other duties as provided by state statute. · Public Act 95-0677 dictates that Lake County shall appoint one member of the CMAP Board and that the appointment shall be made “cooperatively by the mayors of Lake County and the chief elected county official of Lake County.”
