56 19-0470 Joint resolution authorizing 2019 Video Gaming revenue grant funding recommendations in the amount of $622,170. · On August 13, 2013, the Lake County Board adopted the Lake County Video Gaming Ordinance, thereby permitting lawful video gaming within unincorporated areas of Lake County. · In September 2016, the Board approved the Video Gaming Revenue policy that outlined procedures for: capturing video gaming administrative, legal, and enforcement costs; and evaluating and possibly funding social programs, projects (excluding capital improvements), and/or services that benefit Lake County residents. · Under this policy, Community Development administers and manages the awarded monies from the Video Gaming revenue consistent with the already-established process used for Community Development Block Grants and Emergency Solutions Grants. · Application scoring includes up to 60 points (pts) that are distributed based on the following priorities: assessment, education and outreach for gambling addiction (60 pts.); clinical gambling addiction services (45 pts.); non-clinical gambling addiction services (30 pts.); and other behavioral health services (15 pts.). · In September 2018, Community Development received letters of intent for Video Gaming funds totaling $1,169,300 for $622,170 in available funds. · On March 13, 2019, the Housing and Community Development Commission (HCDC) voted unanimously to recommend approval of 13 of the 17 applicants. Six of the 13 recommended grant recipients were approved for 100 percent of their grant request. Following are each of the 13 approved grants: o $75,000 to Nicasa for gambling education and outreach; o $75,000 to Nicasa for clinical therapeutic services for gambling addicts; o $83,000 to United Way for 211 information and referral services; and o Multiple grants to increase the capacity of behavioral health service providers in Lake County: Catholic Charities ($50,000); Community Youth Network ($30,000); Erie Family Health ($30,000); A Safe Place counseling ($30,000); A Safe Place DCFS Co-location ($15,000); Lake County Sheriff’s Office ($80,000); Arden Shore Child and Family Services ($42,500); Lake County Health Department ($82,500); Zacharias Sexual Abuse Center ($5,000) and Youth and Family Counseling ($24,170).
57 19-0720 Resolution to vacate all of Crescent Place, an unimproved right-of-way located between Rena Avenue and Circle Avenue, Antioch, Illinois, in the Golf View Manor, Unit 3 Lakes Center Subdivision, Antioch Township. · Cheryl and Kevin Arion, Mary Johnson and Marcelina Kempf, record owners, are requesting the vacation of all of Crescent Place, an unimproved right-of-way 40 feet wide and extending approximately 398 feet between Rena Avenue and Circle Avenue, and lying northerly and adjacent 40035 North Rena Avenue, 25461, 25451, & 25441 W. Crescent Place, and 40042 North Circle Avenue. The area to be vacated consists of approximately 0.37 acres. · The right-of-way has not been improved nor accepted by the Antioch Township Highway Commissioner. The Highway Commissioner has no objection to the proposed vacation of the right-of-way, nor has any objection been received from public utilities or neighboring property owners regarding the vacation request. · The Board of Vacations held a public hearing on March 21, 2019 and recommended by unanimous vote to grant the vacation. · Following a recommendation by the Public Works, Planning and Transportation Committee, the vacation request will proceed to the County Board for final action.
58 19-0718 Joint resolution authorizing an Intergovernmental Agreement (IGA) between Lake County (County) and Lakes Region Sanitary District (District) to merge operations leading to the District’s dissolvement. • The “Restated and Amended” IGA will codify the implementation plan to have the County assume ownership and operation of the District systems following dissolvement of the District. • The IGA anticipates the County assuming operations in June 2019 and transferring customers to the County in December 2019. • The District will dispose of remaining property and resolve the remaining debt before dissolving the district in 2021 and eliminating an approximately $1,250,000 per year tax levy on approximately 11,000 parcels resulting in a tax relief of over $100 per year per household. • The IGA identifies the framework for Assumption of Operations and Function of the District leading to Closing and Dissolution. • The IGA was approved by the Lakes Region Sanitary District at its April 4, 2019 meeting, pending approval by the County Board.
59 19-0767 Joint resolution authorizing an agreement with the State of Illinois, Illinois Department of Transportation (IDOT), for the use of federal highway funds for construction and Phase III construction engineering to reconstruct and widen Weiland Road, from Deerfield Parkway to Aptakisic Road, and appropriating $4,295,000 of ¼% Sales Tax for Transportation funds. · The County has been allocated federal funds to reconstruct and widen Weiland Road, from Deerfield Parkway to Aptakisic Road, and IDOT administers all federal highway funds. · This improvement will include widening to five lanes, add new bike path and sidewalk, street lighting, drainage improvements, and landscape improvements. · This agreement provides that IDOT will pay up to 80 percent of the construction cost, and the County will be eligible to receive up to 80 percent reimbursement for the cost of construction engineering dependent upon availability of federal funds . · The cost for construction and construction engineering is estimated to be $12,376,000. · Upon completion of construction, Weiland Road will be transferred from the County to the Village of Buffalo Grove. · This improvement is included in the highway improvement program with construction planned to begin in 2020 and designated as Section 18-00158-13-WR
60 19-0792 Joint resolution authorizing a supplemental appropriation of $2,705,000 of ¼% Sales Tax for Transportation funds for the construction and Phase III construction engineering to reconstruct and widen Weiland Road, from Lake Cook Road to Deerfield Parkway. · The County has been allocated federal funds to reconstruct and widen Weiland Road, from Lake Cook Road to Deerfield Parkway, and the Illinois Department of Transportation (IDOT) administers all federal highway funds. · The County Board, at its meeting on September 11, 2018, approved an appropriation of $4,355,000 of ¼% Sales Tax for Transportation funds for this improvement. · There was a public call for bids by IDOT, and a total of four bids were received, ranging from $12,090,769.99 to $15,450,000.87, and the apparent lowest bidder is Lake County Grading, Libertyville, Illinois, in the amount of $12,090,769.99. · The County’s local share of construction, based on the known bids, is estimated to be $4,881,450. · This improvement is included in the highway improvement program with construction planned to begin in 2019 and designated as Section 14-00158-11-WR.
61 19-0762 Joint resolution authorizing a contract with Landmark Contractors, Inc., Huntley, Illinois, in the amount of $5,890,058.81 for the intersection improvements of Hunt Club Road at Illinois Route 132, which will be improved under the Illinois Highway Code for a total of 0.69 miles, providing a supplemental appropriation of $1,608,000 of ¼% Sales Tax for Transportation funds. · The intersection of Hunt Club Road at Illinois Route 132 will be widened and resurfaced. · The improvement will include the installation of auxiliary turn lanes, pedestrian accommodations, concrete bus shelter pads, sidewalk improvements, and decorative landscaping within medians. · The County Board, at its meeting on February 12, 2019, approved an appropriation of $5,236,000 of ¼% Sales Tax for Transportation funds and $225,000 of Motor Fuel Tax funds for this improvement. · There was a public call for bids and a total of two bids were received, ranging from $5,890,058.81 to $6,117,293.54, and the lowest responsible bidder is Landmark Contractors, Inc., Huntley, Illinois, in the amount of $5,890,058.81. · This resolution authorizes execution of the contract and authorizes a supplemental appropriation of $1,608,000 of ¼% Sales Tax for Transportation funds. · This intersection improvement is included in the County’s highway improvement program with construction in 2019, and designated as Section 14-00095-17-CH.
62 19-0670 Resolution affirming Lake County’s commitment to responsible climate control initiatives. · At the February committee meeting, direction was provided to staff to investigate the process to join the County Climate Coalition, a national coalition which aims to engage and encourage county governments across the nation to implement proactive strategies that reduce greenhouse gas emissions. · In April staff presented a draft resolution for Lake County to join the County Climate Coalition. · The resolution incorporates comments received at the April meeting and reaffirms the County’s commitment to environmental sustainability and mitigating climate change and formally joins the County Climate Coalition.
63 19-0671 Resolution endorsing the Metropolitan Mayors Caucus’ Greenest Region Compact. · The Metropolitan Mayors Caucus’ Greenest Region Compact is a guiding document that will help the County prioritize its environmentally responsible actions, track its achievements, and state its commitment to a sustainable future. · In April staff presented the Greenest Region Compact as an additional option to joining the County Climate Coalition. A draft resolution was presented for discussion. · The resolution endorses the Metropolitan Mayors Caucus’ Greenest Region Compact and makes a commitment to support the consensus goals included within the Compact.

65 19-0778 Resolution ratifying the appointment of Robert S. Glueckert as Chief County Assessor. · As a result of Martin P. Paulson’s retirement as Chief County Assessor after approximately 28 years of services as Chief County Assessor a vacancy has occurred in the office of the Chief County Assessor. · Robert S. Glueckert’s education - includes a Bachelor’s in Business marketing and Management and in Psychology. · Robert S. Glueckert is a Certified Illinois Assessment Officer was a former township assessor and has served as a Lake County Board of Review member from 2009 through 2011 and was appointed again in 2018, making him an individual who meets and exceeds the qualifications required of a Chief County Assessor. · As a result, County Board Chair Hart has appointed Robert S. Glueckert as Chief County Assessor. · The resolution ratifies the appointment and approves the employment agreement.
